- (a) The authority has the rights, powers, privileges, functions, and duties necessary and convenient to accomplish the purposes of this chapter, including those provided by Chapter 49, Water Code.
- (b) The authority shall exercise its rights, powers, and privileges in a manner that will promote regionalization of water treatment and distribution.
