1. (a) Except as provided by Subsection (b), the district includes the territory in Menard County unless the district's territory has been modified under:

   1. (1) Subchapter J or K, Chapter 36, Water Code; or
   2. (2) other law.
2. (b) The district does not include the territory in the Hickory Underground Water Conservation District No. 1 as that territory existed on May 24, 1991.
3. (c) The boundaries of the district form a closure.
