The district's boundaries are coextensive with the boundaries of Kimble County, excluding that part of Kimble County that lies within the boundaries of Hickory Underground Water Conservation District No. 1, unless the district's territory has been modified under:

1. (1) Subchapter J or K, Chapter 36, Water Code; or
2. (2) other law.
