1. (a) The temporary board may exercise only the powers described by Sections 8852.022, 8852.023, and 8852.025.

2. (b) Except as required by a law or rule relating to participation in a groundwater management area in which the district is located, the temporary board may not:

   1. (1) adopt rules, including rules regarding wells; or
   2. (2) develop a draft or final management plan.
