1. (a) The board may:

   1. (1) purchase, lease, own, convey, and dispose of property both inside and outside district territory necessary or convenient to exercise the board's powers, duties, and functions under this chapter;
   2. (2) construct, purchase, lease, or acquire in some other manner any material or property, including supplies, equipment, vehicles, or machinery, necessary to carry out this chapter;
   3. (3) accept a grant, gift, or devise of property; or
   4. (4) accept a grant, gift, loan, or other distribution of money.
2. (b) The district may make or accept a grant, gratuity, advance, or loan in any form to or from any public source approved by the board, including a governmental entity.
3. (c) The district may enter into a contract, covenant, or agreement the board considers appropriate related to a grant, gratuity, advance, or loan.
4. (d) The board may enter into a contract with any person to carry out this chapter.
5. (e) The district may enter into contracts only in the district's name.
