1. (a) The district shall:

   1. (1) keep a complete account of board meetings and proceedings; and
   2. (2) maintain in a safe place the board's minutes, contracts, records, notices, accounts, and receipts.

2. (b) The board's minutes, contracts, records, notices, accounts, and receipts are:

   1. (1) the property of the district; and
   2. (2) subject to public inspection.
