- (a) If the authority adopts a rule that provides a penalty, the authority must publish a substantive statement of the rule and the penalty once a week for two consecutive weeks in a newspaper of general circulation in each county in which the rule applies.
- (b) The substantive statement must be as condensed as possible so that the act prohibited by the rule can be easily understood.
- (c) The substantive statement may include notice of any number of rules.
(d) The notice must state that:
- (1) a person who violates the rule is subject to a penalty; and
- (2) the rule is on file in the authority's principal office, where the rule may be read by any interested person.
- (e) A rule takes effect on the fifth day after the date of the second publication of the statement under this section.
