- (a) The authority may study, correct, and control pollution, including natural, artificial, organic, inorganic, and thermal pollution, of the groundwater and surface water within the San Antonio River Basin.
- (b) The authority may not adopt or enforce an ordinance regarding pollution in any county outside the authority's boundaries.
