1. (a) The authority shall:

   1. (1) administer this chapter; and
   2. (2) use the authority's facilities and powers to accomplish the purposes of this chapter.

2. (b) The authority may:

   1. (1) exercise the powers, rights, privileges, and functions in this chapter;
   2. (2) exercise all powers, rights, privileges, and functions necessary or convenient for accomplishing the purposes of this chapter; and
   3. (3) perform any other act necessary or convenient to the exercise of the powers, rights, privileges, and functions conferred by this chapter or other law.
3. (c) The authority has the powers and rights and is subject to the regulations for government and procedure contained in Chapters 49 and 51, Water Code.
4. (d) The authority may spend any amount reasonably necessary or expedient for seeking cooperation from the federal government or any other person in accomplishing the purposes of this chapter.
