1. (a) The board may employ an executive director and set the executive director's salary and other compensation by majority vote of the qualified directors.
2. (b) The executive director is the chief executive officer of the authority.

3. (c) Under policies established by the board, the executive director is responsible to the board for:

   1. (1) administering the board's directives;
   2. (2) keeping the authority's records, including minutes of the meetings of the board and the executive committee;
   3. (3) coordinating with state, federal, and local agencies;
   4. (4) developing plans and programs for the approval of the board or the executive committee;
   5. (5) hiring, supervising, training, and discharging the authority's employees, as authorized by the board or the executive committee;
   6. (6) contracting for or retaining technical, scientific, legal, fiscal, and other professional services, as authorized by the board; and
   7. (7) performing any other duties assigned by the board.
4. (d) The board may discharge the executive director on a majority vote of the qualified directors.
