If the authority provides scholarships, grants, loans, or financial assistance to a public firefighting organization, the authority shall adopt guidelines to determine:

1. (1) eligibility for the assistance;
2. (2) the amount of grants, loans, or other assistance the authority may make available to a firefighting organization; and
3. (3) the type of equipment, education, or training for which the assistance may be used.
