1. (a) The authority is composed of the territory described by Section 4(a), Chapter 522, Acts of the 71st Legislature, Regular Session, 1989, as that territory may have been modified under:

   1. (1) Subchapter N, Chapter 58, Water Code;
   2. (2) Subchapter J, Chapter 49, Water Code; or
   3. (3) other law.

2. (b) The legislature finds that the boundaries of the authority form a closure. If any mistake exists in the description of the authority's boundaries, the mistake does not affect:

   1. (1) the authority's organization, existence, or validity; or
   2. (2) the exercise of a power, function, or purpose by the authority under this chapter.
