1. (a) A public agency or political subdivision of this state may enter into a contract or agreement with the district, on terms agreed to by the parties, for:

   1. (1) the purchase or sale of water;
   2. (2) waste collection, processing, or disposal; or
   3. (3) any purpose relating to the district's powers or functions.
2. (b) Approval, notice, consent, or an election is not required in connection with a contract or agreement.
