Copies of the audit report prepared under Subchapter G, Chapter 49, Water Code, as required by Section 60.002, Water Code, shall be certified to by the accountant who performed the audit and filed:

1. (1) as required by Section 49.194, Water Code; and
2. (2) with the county clerk of Jefferson County.
