1. (a) The board shall hold regular meetings at least once each month on the day and time designated by the board.

2. (b) The board shall hold special meetings:

   1. (1) at the call of the board president; or
   2. (2) on the request of three commissioners.
3. (c) Four commissioners constitute a quorum of the board.
