Tex. Spec. Dist. Code § 4501.054 – Nonvoting Directors

(a) The following persons serve as nonvoting directors:
1. (1) the mayor of the City of Palestine or a member of the city council of the City of Palestine designated by the mayor; and
2. (2) the mayor of the City of Rusk or a member of the city council of the City of Rusk designated by the mayor.
(b) A nonvoting director is not counted in determining the board quorum.
