The board may adopt rules:

1. (1) necessary or convenient to carry out district powers and duties;
2. (2) to govern its affairs;
3. (3) to preserve the public health and welfare concerning the agricultural products submitted to the district for harvesting, processing, distributing, or transporting; and
4. (4) to establish a priority on the use of district property and services, including the payment of fees.
