The board may, consistent with applicable federal and state laws, recruit and retain physicians, nurses, technicians, and other professional personnel through:

1. (1) scholarship programs;
2. (2) agreements for future services;
3. (3) shared personnel;
4. (4) bonuses; and

5. (5) any other method the board determines necessary.
