1. (a) A person may not be elected or appointed as a director unless the person is:

   1. (1) a resident of the district; and
   2. (2) a qualified voter.
2. (b) A person is not eligible for election as a director from a commissioners precinct unless the person is a resident of that precinct.

3. (c) A person is not eligible to serve as a director if the person is:

   1. (1) the district administrator;
   2. (2) the district attorney; or
   3. (3) a district employee.
