1. (a) The board shall determine:

   1. (1) the type, number, and location of buildings required to maintain an adequate hospital system; and
   2. (2) the type of equipment necessary for hospital care.

2. (b) The board may:

   1. (1) establish and equip a clinic as part of the hospital system;
   2. (2) acquire property, including facilities and equipment, for the district for use in the hospital system; and
   3. (3) mortgage or pledge the property as security for payment of the purchase price.
3. (c) The board may lease district hospital facilities to or from individuals, companies, corporations, or other legal entities.
4. (d) The board may sell or otherwise dispose of property, including facilities or equipment.
