1. (a) The district is governed by a board of five directors elected as follows:

   1. (1) two directors are elected from each commissioners precinct included in the district; and
   2. (2) one director is elected from the district at large.

2. (b) Unless four-year terms are established under Section 285.081, Health and Safety Code:

   1. (1) directors serve staggered two-year terms; and
   2. (2) a directors' election shall be held each year on the May uniform election date prescribed by Section 41.001, Election Code, to elect the appropriate number of directors.
