(a) To be eligible to be a candidate for or to serve as a director, a person must be:
- (1) a resident of the district; and
- (2) a qualified voter.
- (b) A person who is elected from a single-member district or who is appointed to fill a vacancy for a single-member district must reside in that single-member district.
- (c) A district employee may not serve as a director.
