The board may use district money, enter into agreements, and take other necessary action to recruit or otherwise obtain physicians and other personnel for the district's medical staff or for employment with the district, including:

1. (1) advertising and marketing;
2. (2) paying recruitment expenses;
3. (3) paying travel and relocation expenses;
4. (4) providing a guarantee, subsidy, loan, or scholarship;
5. (5) sharing personnel; and
6. (6) authorizing a physician to use space in a district facility or providing a rent subsidy to a physician.
