1. (a) The board shall determine:

   1. (1) the type, number, and location of buildings required to maintain an adequate hospital system; and
   2. (2) the type of equipment necessary for hospital care.

2. (b) The board may:

   1. (1) acquire property, facilities, and equipment for the district for use in the hospital system;
   2. (2) mortgage or pledge the property, facilities, or equipment as security for payment of the purchase price;
   3. (3) sell or otherwise dispose of property, facilities, or equipment for the district; or
   4. (4) lease hospital facilities for the district.
