1. (a) The district shall provide for:

   1. (1) the establishment of a health care or hospital system by:

      1. (A) purchasing, constructing, acquiring, repairing, or renovating buildings and equipment; and
      2. (B) equipping the buildings; and
   2. (2) the administration of the system for health care or hospital purposes.

2. (b) The health care or hospital system may include:

   1. (1) domiciliary care and treatment of the sick, injured, or geriatric;
   2. (2) hospitals;
   3. (3) outpatient clinics;
   4. (4) dispensaries;
   5. (5) convalescent home facilities;
   6. (6) necessary nurses;
   7. (7) domiciliaries and training centers;
   8. (8) blood banks;
   9. (9) community mental health centers;
   10. (10) research centers or laboratories;
   11. (11) ambulance services; and
   12. (12) any other facilities the board considers necessary for health or hospital care.
