1. (a) A person may not be elected or appointed as a director unless the person:

   1. (1) is more than 21 years of age at the time of the appointment or election;
   2. (2) is a resident of the district; and
   3. (3) is a qualified voter.
2. (b) A director who represents a county commissioners precinct must be a resident of that precinct.
3. (c) A person may not be elected or appointed as a director if the person holds another appointed or elected public office of honor, trust, or profit.
4. (d) A person who holds another public office of honor, trust, or profit and seeks to be appointed or elected as a director automatically vacates the first office.
