The board may use innovative methods to recruit physicians, nurses, technicians, and other professional personnel, including:

1. (1) scholarship programs;
2. (2) agreements for future services;
3. (3) shared personnel;
4. (4) bonuses; and
5. (5) any other method the district considers necessary.
