1. (a) The district shall admit patients to the hospital who are:

   1. (1) district inhabitants; and
   2. (2) able to pay for medical and hospital care.

2. (b) The district has full responsibility for providing medical and hospital care for:

   1. (1) eligible needy district inhabitants who are not able to pay all or a part of the cost of the care; and
   2. (2) eligible needy and indigent district residents.
