The board may spend district money to recruit physicians, nurses, and other trained medical personnel. The board may pay the tuition or other education-related costs or expenses of a person who:

1. (1) graduates from a medical school, nursing school, or an institution of higher education; and
2. (2) contractually agrees to become a district employee.
