Tex. Spec. Dist. Code § 1046.106 – Rules

(a) The board may adopt rules governing the operation of the hospital, the hospital system, and the district's staff and employees.
(b) The board shall adopt reasonable and necessary rules and bylaws to govern:
1. (1) the board's proceedings and activities; and
2. (2) the hospitals or the hospital or medical system.
