To be eligible to serve as a director, a person must:

1. (1) be a district resident; and

2. (2) have resided in the district for at least six months immediately preceding the date on which the person:

   1. (A) files for election; or
   2. (B) is appointed or elected as provided by Section 1031.055, if filling a vacancy in the office of director.
