1. (a) A person may not be elected or appointed as a director unless the person is:

   1. (1) a district resident;
   2. (2) a freeholder; and
   3. (3) a qualified voter.

2. (b) A person is not eligible to serve as a director if the person is:

   1. (1) the district administrator;
   2. (2) a district employee; or
   3. (3) a hospital staff member.
