Tex. Spec. Dist. Code § 1013.053 – Qualifications for Office

(a) A person may not be elected or appointed as a director unless the person is:
1. (1) a district resident; and
2. (2) at least 21 years of age.
(b) An employee or medical staff member of the district may not serve as a director.
