To provide joint administration or delivery of health care services, the district may affiliate with or enter into an arrangement with:

1. (1) a managed care system;
2. (2) a preferred provider organization;
3. (3) a health maintenance organization;
4. (4) a provider of an alternative health care or delivery system; or
5. (5) a private hospital.
