If the district acquires existing works, improvements, and waste disposal, treatment, and other facilities, plants, pipelines, equipment, and appliances that are completed, partially completed, or under construction, the district may:

1. (1) assume the contracts and obligations of the previous owner; and
2. (2) perform the obligations of the previous owner in the same manner and to the same extent that any other purchaser or assignee would be bound.
