The Gulf States Marine Fisheries Commission shall keep accurate accounts of receipts and disbursements and shall submit on or before February 10 of each year a report to the governor and legislature of the state containing:

1. (1) a detailed description of the transactions conducted by the commission during the preceding calendar year;
2. (2) recommendations for any legislative action considered advisable or necessary to carry out the intent and purposes of the compact.
