Notwithstanding Section 21.103, the right to repurchase provided by this subchapter is extinguished on the first anniversary of the expiration of the period for an entity to provide notice under Section 21.102 if the entity:

1. (1) is required to provide notice under Section 21.102;
2. (2) makes a good faith effort to locate and provide notice to each person entitled to notice before the expiration of the deadline for providing notice under that section; and

3. (3) does not receive a response to any notice provided under that section in the period for response prescribed by Section 21.103.
