This chapter applies to a residential real estate subdivision that is located in a county with a population of:

1. (1) more than 200,000 and less than 233,500; or
2. (2) more than 45,000 and less than 85,000 that is adjacent to a county with a population of more than 200,000 and less than 233,500.
