1. (a) The commission shall adopt rules and issue orders as necessary to:

   1. (1) ensure compliance with the purposes of this chapter; and
   2. (2) provide for uniform enforcement of this chapter.
2. (b) The commission shall adopt rules as appropriate to implement the council's actions, decisions, interpretations, and instructions.
