A manufacturer may not ship a HUD-code manufactured home into this state for sale or resale unless the manufacturer complies with:

1. (1) all requirements of the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. Section 5401 et seq.); and
2. (2) all standards, rules, and regulations of the United States Department of Housing and Urban Development.
