1. (a) The board shall adopt rules and forms relating to:

   1. (1) the manufacturer's certificate;
   2. (2) the statement of ownership;
   3. (3) the application for a statement of ownership; and
   4. (4) the issuance of an initial or revised statement of ownership.
2. (b) The board shall adopt rules for the documenting of the ownership of a manufactured home that has been previously owned in this state or another state. The rules must protect a lienholder recorded with the department.
