A person is not eligible for appointment as a member of the board if the person is:

1. (1) required to register with the secretary of state under Chapter 305, Government Code;
2. (2) required to register with the department under Chapter 1151; or
3. (3) exempt from the registration requirements imposed by this chapter, except as provided by Section 1152.102.
