The board may issue or reinstate a certificate of registration under this section to an applicant who:

1. (1) pays all fees and costs incurred by the board as a result of any proceeding that led to the denial, revocation, or suspension; and
2. (2) presents evidence to support the issuance or reinstatement of the certificate.
