1. (a) Not later than the 60th day before the date the license expires, the board shall notify a license holder of:

   1. (1) the date the license expires; and
   2. (2) the amount of the fee required for renewal.

2. (b) The board shall renew the license of a license holder who before the date the license expires or within a period not to exceed 60 days after the expiration date:

   1. (1) submits the required renewal application and fee and a penalty for late renewal, if required; and
   2. (2) meets the requirements for renewal established by the board.
3. (c) The board by rule may establish conditions and fees for the reissuance of a license that has lapsed, expired, or been suspended or revoked.
