The board shall issue a license to practice veterinary medicine to a person who is qualified to be licensed to practice veterinary medicine under this chapter. A person is qualified to be licensed to practice veterinary medicine if:

1. (1) the person has attained the age of majority;
2. (2) the person is a graduate of a board-approved school or college of veterinary medicine;
3. (3) the person successfully completes the licensing examination for veterinarians conducted by the board; and
4. (4) the board does not refuse to issue a license to the person under Section 801.401.
