- (a) If the board determines at any time that an allegation or complaint submitted by a person is baseless, unfounded, or does not fall within the board's regulatory jurisdiction, the board shall dismiss the complaint.
- (b) The board shall adopt rules to implement this section and establish criteria for determining that a complaint is baseless or unfounded.
