1. (a) The purpose of this chapter is to protect the public against fraud, deceit, imposition, and financial hardship and to foster and encourage competition, fair dealing, and prosperity in the field of health spa operations and services by prohibiting or restricting injurious practices involving:

   1. (1) health spa contracts; and
   2. (2) the marketing of health spa services.
2. (b) This chapter shall be liberally construed and applied to promote its purpose and to provide efficient and economical procedures to protect the public.
