1. (a) If the person requests a hearing in a timely manner, the advisory board shall:

   1. (1) set a hearing; and
   2. (2) give written notice of the hearing to the person.

2. (b) The hearings examiner shall:

   1. (1) make findings of fact and conclusions of law; and
   2. (2) promptly issue to the advisory board a proposal for decision as to the occurrence of the violation and the amount of any proposed administrative penalty.
