The board shall inform each holder of a license to practice pharmacy and each holder of a license to operate a pharmacy of the authority of a therapeutic optometrist to prescribe a drug under Section 351.357 by annually mailing to each license holder a notice that:

1. (1) describes the authority of a therapeutic optometrist to prescribe a drug; and
2. (2) lists each drug that a therapeutic optometrist may lawfully prescribe.
