The department shall issue a license as a licensed behavior analyst or a licensed assistant behavior analyst, as appropriate, to an applicant who:

1. (1) complies with the requirements of this chapter;
2. (2) meets any additional requirements the commission establishes by rule; and
3. (3) pays the required fees.
